Application Guidelines
  1. First-time applicants for a Library Card who are aged 6 or above may complete the application form online.
    (For new applications or replacement of lost cards, please present a valid identification document*Note 1 at the registration counter before entering the Library.)
    Note 1:
    Please present the original of any one of the following valid identification documents when applying at the counter:
    • ROC (Taiwan) Citizens: National ID Card, Household Certificate, Disability Certificate, household registration transcript issued within the past three months, driver’s license, or other valid identification documents.
    • Mainland Chinese applicants: Entry/Exit Permit, Resident Certificate, valid identification documents issued by the Government of the ROC (Taiwan), or documents certified by an embassy or representative office.
    • Foreign nationals: Passport, valid identification documents issued by the Government of the Republic of China (Taiwan), or documents issued by an embassy or representative office.
    • Students under the age of 16 who are enrolled in senior high school, vocational school, or equivalent educational institutions must also present a valid student ID in addition to the documents listed above.
    Note 2:
    • Main Library: Admission is limited to individuals aged 16 or above, or students under 16 who are enrolled in senior high school, vocational school, or equivalent educational institutions.
    • OPEN LAB: Admission is open to individuals aged 6 or above. Children under 6 must be accompanied by a parent or guardian.
  2. Before completing the application, please read the “National Central Library Library Card Application Instructions” carefully and agree to comply with the Library’s reading services regulations and related policies.
  3. After submitting the application, applicants may, within six months, access the Library’s electronic resources, request and reserve library materials online, and reserve spaces and equipment at the Main Library and the OPEN LAB (excluding the Main Library study room).
  4. To continue using electronic resources or to access on-site collections and services, applicants must personally present the identification documents listed in Note 1 during service hours to collect a Library Card or Smart Library Card (please bring your own EasyCard or iPASS).

The National Central Library’s Statement on Protecting the Personal Information of Library Card Applicants
The National Central Library (hereafter the Library) discreetly follows all relevant rules of the Personal Information Protection Act to meet its responsibility for preserving the confidentiality of any personal information or individual circulation records of the applicant acquired by the Library by applying for a library card.
1. Scope of personal information gathered by the Library:
(1) The Library will collect, arrange, or use the applicant’s personal information, including the name, date of birth, photo, ID number, passport number, education, occupation, telephone number, e-mail address, correspondence address, permanent address, etc. obtained when applying for a library card or when the Library offers services, such as transferring library materials from another library.
(2) When you use any internet resource services offered by the Library, the Library and the database contractor use cookies to manage and record the services rendered, including the trajectory data such as recording the IP address, the kind of browser, the files used, the length of time, etc.
2. The various types of personal information gathered by the Library
C001 Personal recognition: name, photo, telephone number, e-mail address, permanent address, and contact address.
C003 Recognition in governmental documents: ID number and Passport number.
C011 Personal description: gender, date of birth, and nationality.
C038 Profession.
C052 Qualifications or skills: educational background.
3. Purposes for collecting personal information:
The purposes for collecting personal information of library patrons are to ensure the rights of its patrons to have access to any and all of the Library’s resources and to enable the Library to execute the business of circulating its resources.
4. Rights of the patron:
According to the regulations of the Personal Information Protection Act of Taiwan, the following rights of all library patrons include:
(1) Request to verify one’s own personal information
(2) Request to change one’s own personal information
5. A library patron can choose to offer his/her personal information to the Library. If he/she chooses not to, the Library cannot offer such patron its reading services.
